AMP permits both in-stream and out stream video ads both. In-stream video ads can be structured using the amp-video extension. It has all the basic features including analytics, docking on scroll, and autoplay.

And out steam video ads use the basic amp ad extension but it still needs advertisers to lookout for AMP inventory to show video ads.
